Nationality formation is the standard yardstick applied to such movements today. "21 By those measures, a more developed nationalist movement hastens the process of turning a specific population into a nationality; however, a less developed movement plays a negligible role in that course of events or even retards the process. In the worst cases, such movements may actually contribute to the disintegration of a community. 22By these criteria, the politics of black cultural nationalism played a substantial role in nationality formation between 1960 and 1976.

In reality, these progressive initiatives were possible because of the lifeand-death situation of American labor during the Depression; the CIO would have failed without a black and labor alliance. As Sitkoff explains, "The congress trod the path of necessity. The large numbers of black workers in the mass production industries made unionization imperative. "89The clearest examples of this situation were in the auto, meatpacking, and steel industries. Twenty percent of the steel workers were African American.

Philip Randolph was elected the first president of the National Negro Congress. Unfortunately, the American communist movement made a momentous mistake in interfering with the autonomous political development of the N N C on foreign policy issues. While the N N C opposed fascism around the world, under the influence of Stalin, the American communists inside the N N C aligned that black organization with the Hider-Stalin Pact. In protest, A. Philip Randolph resigned, charging that the American Communist Party had violated the organizational independence of the NNC.
